The planet is too cold and dry to have any kind of precipitation.
Mars has a very thin atmosphere which makes the surface temperature around -70 degrees Celsius (-94 degrees Fahrenheit). This is because there are no clouds in the sky or winds to carry water from the ocean or land onto the surface. The planet’s atmosphere consists of 96% carbon dioxide, 1% nitrogen and 1% oxygen. There is also an average air pressure of only 100 mb (1 atm) on Mars, compared to Earth’s 760 mb (8 atm).
This means that water vapour could not exist in large quantities on Mars because it would immediately freeze at low temperatures due to lack of air movement. Also, even if liquid water existed on Mars, it would be too cold for any form of precipitation such as snow or rain.
